*GURMEET KHUDIAN MAKES PADDY STRAW BALES IN GURDASPUR FIELDS, GIVES CALL FOR STUBBLE-BURNING-FREE PUNJAB*
*•"Straw is a resource, not waste": Gurmeet Khudian urges farmers to shun burning, adopt scientific management to protect soil health and environment*
Chandigarh/ Gurdaspur, September 21:
Leading from the front in the fight against stubble burning, Punjab Agriculture and Farmers Welfare Minister S. Gurmeet Singh Khudian on Monday drove a baler tractor and made paddy straw bales in a farmer's field at Purian Khurd village in Batala of Gurdaspur district, sending out a clear message that "straw is a resource, not waste."
The demonstration marked the official start of paddy harvesting and straw management in the state, with the Agriculture Minister seeking to drive home the message that paddy straw can be scientifically managed and converted into a valuable resource instead of being burnt.
Highlighting the Chief Minister S. Bhagwant Singh Mann-led Punjab Government's push for mechanised straw management, S. Gurmeet Singh Khudian said the state is providing 50% subsidy to individual farmers and 80% to Custom Hiring Centres, FPOs, cooperative societies and Gram Panchayats for Crop Residue Management (CRM) machines.
Backed by a ₹576-crore action plan for 2026-27, the initiative has delivered results, with stubble-burning cases dropping by 90 per cent — from 49,922 in 2022 to 5,114 in 2025 — earning Punjab national recognition for its crop residue management strategy, he added.
Appealing to farmers not to set paddy straw on fire, S. Khudian urged them to manage residue scientifically by using CRM machines to protect soil health and the environment.
“Paddy straw is not waste, it is a resource. We must stop burning it and adopt scientific management. Optimum use of CRM machines will help farmers manage residue effectively while increasing income,” he stated.
He said stubble burning damages soil fertility, causes air pollution and poses serious health risks, especially for children and the elderly, adding that the state government is committed to supporting farmers with machinery, awareness and technical guidance.
The Agriculture Minister called for collective efforts by farmers, officials and village stakeholders to make Punjab a stubble-burning-free state. He urged farmers to cooperate with the administration and join the campaign against stubble burning, stressing that a clean environment and sustainable agriculture are a shared responsibility.

*Last Week's Drive- Rs 3.25 Crore penalty recovered for 91 vehicles, remaining cases under scrutiny: Harpal Singh Cheema*
Chandigarh, 21st September 2026
Turning up the heat on tax dodgers, the Punjab Excise and Taxation Department has once again cracked the whip, detaining 152 vehicles loaded with goods worth a staggering Rs 4.5 crore.
Revealing this in a press communique issued here, Punjab Finance, Planning, Excise and Taxation Minister Advocate Harpal Singh Cheema said, "This sweeping statewide crackdown kept a hawk's eye on the bustling industrial arteries of Mandi Gobindgarh and Khanna, signaling a strict, zero-tolerance approach to revenue leakage." He made it clear that the government is not resting on its laurels and this fresh offensive comes hot on the heels of a massive drive just last week that saw 170 commercial vehicles pulled over for dodging GST regulations.
Throwing light on the previous sweep, Finance Minister Cheema said, "The department has already moved swiftly from detection to action. With intense scrutiny wrapped up for 91 of those vehicles, the state exchequer has successfully recouped a hefty Rs 3.25 crore in penalties. The remaining cases are currently under the microscope and fast approaching their logical conclusion in the eyes of the law."
"The swift recovery of Rs 3.25 crore is proof positive that our enforcement teams mean business and are backing up their operations with concrete action," Cheema said, adding that the department will leave no stone unturned to ensure goods move strictly by the book.
Giving a rundown of the latest bust, the Finance Minister said, "The newly detained fleet of 152 vehicles is primarily hauling iron scrap and finished steel goods. Tax officers are currently combing through invoices, e-way bills, and transit documents to catch any sleight of hand. Wherever discrepancies or deliberate violations are brought to light, applicable taxes and heavy penalties will be slapped on the offenders without delay."
"By zeroing in on Mandi Gobindgarh and Khanna alongside other high-risk corridors across Punjab, the government aims to plug revenue leaks right at the source. Cheema emphasized that this is far from a one-off dragnet; it is a relentless, sustained crusade", said Cheema. The ultimate goal, he said, is to foster voluntary compliance, protect the interests of honest taxpayers, and ensure a genuinely level playing field for businesses that play by the rules.
Sounding a stern warning to those still trying to pull the wool over the government's eyes, the Finance Minister Cheema reiterated that every single rupee rightfully owed to the state is vital for Punjab’s development and public welfare. He drove the point home with a clear message, "Anyone attempting to slip through the cracks will be brought to book and dealt with firmly under the law."

*5 Priorities, One Mission: CM Bhagwant Singh Mann’s Big 5 Push To Make Punjab Drug-Free*
*From Police Action To Village Vigilance, From Schools To De-Addiction Centres: Bhagwant Mann Govt Fights Full-Scale War Against Drugs*
*Yudh Nashean Virudh: Bhagwant Mann Govt Targets Drug Supply While Expanding Prevention, Reporting & Treatment*
CHANDIGARH, September 21:
Under the leadership of CM Bhagwant Singh Mann, Punjab’s ‘Yudh Nashean Virudh’ (war against drugs) has moved beyond a conventional police crackdown to build a comprehensive five-point battle against drugs, bringing together the police, teachers, community volunteers, youth and health workers to attack the supply network, prevent addiction, strengthen reporting and ensure timely treatment for those struggling with substance abuse.
The message is clear: Punjab will not fight the drug menace from police stations alone. The fight is being taken into villages, schools, colleges, communities and health facilities. While the police dismantle supply networks and take action against peddlers, community representatives strengthen grassroots vigilance, teachers identify vulnerability before it turns into addiction, and the youth promote awareness against drugs, resilience and healthy choices among teenagers and young people, and health workers provide a pathway to recovery.
The objective is to make it harder to sell drugs, easier to report drug peddling, harder to lure young people into addiction and easier for those battling addiction to seek treatment. This five-point framework puts enforcement and prevention on the same footing as rehabilitation, recognising that sustained action against drugs requires every layer of society to participate.
*Police Action: Breaking The Supply Chain*
The police remain the enforcement backbone of Yudh Nashean Virudh. Between March 2025 and September 2026, Punjab’s Anti-Narcotics Task Force (ANTF) registered 61,824 FIRs and arrested 81,433.
Unprecedented recoveries have been made since the launch of the initiative, including 3918kg heroin, 991kg opium, 47 tons of poppy husk, 1416kg ganja and 65 lakh tablets and capsules.
During the same period, 79,293 public meetings were conducted by Punjab Police, taking the anti-drug campaign directly to communities and strengthening public participation in the fight against narcotics.
*Teachers: Stopping Addiction Before It Takes Root*
The second pillar of the Big 5 focuses on prevention, because the fight against drugs cannot begin only after a young person has fallen into addiction.
A 14-week anti-drug curriculum is being taught to 7.5 lakh students across 3,600 schools by trained teachers. The government is also sensitising all high-school and senior secondary teachers in a phase-wise manner to identify early signs of mental-health distress, vulnerability to substance abuse and methods of intervention.
In the first phase, the government plans to train nearly 25,000 teachers from 13 districts, with 7,000 teachers already sensitised in Amritsar, Tarn Taran and Fazilka.
The approach is designed to ensure that teachers are not merely educators inside classrooms but become an additional line of defence against addiction, capable of identifying warning signs and connecting vulnerable students with appropriate support.
*Youth & Peer Networks: Changing The Social Environment Around Drugs*
The third pillar addresses one of the most difficult aspects of drug abuse: peer influence and social acceptance.
The initiative’s school and college programmes are increasingly using peer engagement, recovered persons and youth-led activities to make refusing drugs socially easier and recovery less stigmatised.
Year-long activity calendars have been prepared for schools to keep students engaged, while cultural festivals, mental-health clubs and sporting activities are encouraging college students to choose healthier lifestyles.
The strategy is straightforward: the fight against drugs cannot be won only by telling young people what not to do. Punjab is creating stronger alternatives through sports, culture, peer engagement and community participation.
*Community Vigilance: Taking The Fight To The Ground*
The fourth layer strengthens the role of ordinary citizens in the anti-drug campaign.
The campaign has also created a formidable grassroots defence network. By September 2026, around 1.25 lakh members had joined nearly 15,000 Village and Ward Defence Committees, taking vigilance against drugs deep into Punjab’s villages and urban wards.
More than 50,000 VDC members have been trained in the use of the Nasha Mukti App, while community representatives are providing information not only about drug peddling but also about victims seeking help, enabling government officials to intervene at the right time.
Since its launch on March 1, 2025, more than 51,000 tip-offs from citizens through the Safe Punjab WhatsApp Helpline (97791-00200) have helped the police make over 25,000 drug-related arrests.
The objective is to ensure that drug peddlers cannot operate in the shadows while families struggling with addiction do not remain without a route to government assistance.
*Health And Rehabilitation: A Route Back From Addiction*
The fifth pillar recognises that enforcement alone cannot address addiction. Punjab has therefore expanded its treatment infrastructure to provide people battling substance abuse with an accessible route towards recovery.
Punjab currently has 547 OOAT centres, 219 de-addiction centres and 91 rehabilitation centres.
Since the launch of Yudh Nashean Virudh, government health facilities have been revamped, health workers trained, and skilling and creative activities introduced at treatment centres to keep patients engaged during recovery.
The increased focus on treatment and destigmatisation has resulted in a substantial rise in people seeking institutional care.
Admissions to government de-addiction and rehabilitation centres increased from over 12,200 in 2024 to close to 34,000 in 2025, representing an increase of over 170%.
The numbers underline a significant shift: people who had been suffering from addiction for years are increasingly coming forward to seek treatment at government facilities.
*Big 5: One Coordinated Fight Against Drugs*
That is the thinking behind Punjab’s Big 5: enforcement cannot operate in isolation, and prevention cannot succeed without accessible treatment.
Under CM Bhagwant Singh Mann, Yudh Nashean Virudh is creating a system in which police stations, villages, schools, colleges and health facilities are no longer separate fronts but interconnected parts of one anti-drug campaign.
The mission is simple: crush the drug supply, strengthen reporting, protect young people from addiction, mobilise communities and provide a credible path to recovery.
For the Bhagwant Mann government, the fight against drugs is therefore not confined to slogans or statements. It is about building the enforcement machinery, grassroots networks, preventive systems and healthcare capacity required to take the battle against drugs to the ground and sustain it.

*CM Bhagwant Singh Mann Addresses Lok Milni Programme In Sansra Village Of Ajnala Halqa*
AJNALA; 21st September 2026:
Chief Minister Bhagwant Singh Mann on Monday warned that a return of the traditional opposition parties to power would put Punjab’s welfare schemes, public institutions and water rights at risk, saying their priorities have already been exposed before the people. During a massive ‘Lok Milni’ programme in Sansra village of Ajnala Halqa, CM Bhagwant Singh Mann said the opposition would stop free electricity, free bus travel for women and ₹1,000 Samman Rashi, while Mohalla Clinics and government schools would be weakened to promote private institutions.
The Chief Minister pointed out the BJP would give Punjab’s share of water to Haryana and Rajasthan and also seek to separate Chandigarh and Panjab University from Punjab, while the Akali Dal had been reduced to bringing daily-wage workers to its rallies. Contrasting this with his government’s record, he highlighted zero electricity bills for 90% of households, the purchase of the Goindwal Sahib private thermal power plant, increase in canal water utilisation from 22% to 88%, 14,000 kilometres of underground pipelines and major improvements in government schools, saying the government’s sole focus was to provide facilities to every family and build a prosperous ‘Rangla Punjab’.
Taking to X, CM Bhagwant Singh Mann stated: “Today, during the ‘Lok Milni’ at village Sansra in the Ajnala Assembly constituency, I interacted with the hardworking people of Majha and exchanged views with them. I sincerely thank everyone for turning up in such large numbers and showering us with immense love and respect. The three panchayats of the village were handed cheques worth ₹60 lakh, with ₹20 lakh each for development works. Our government has brought electricity bills down to zero for 90% of households, purchased the private thermal power plant at Goindwal Sahib, and increased access to canal water from 22% to 88%.”
“Across Punjab, 14,000 kilometres of underground pipelines have been laid. By improving government schools, Punjab has been brought to the number one position in education across the country. The condition of the traditional parties that looted the people is now before everyone. The sole objective of our government is to provide facilities to the people of Punjab and once again create a prosperous ‘Rangla Punjab’. Inquilab Zindabad,” the post concluded.
Addressing a massive gathering during the Lok Milni, CM Bhagwant Singh Mann said, “On September 15, six states, Himachal Pradesh, Uttarakhand, Uttar Pradesh, Haryana, Rajasthan and Delhi, signed an agreement to take forward the Kishau Multipurpose Project, but Punjab was not included. Agreements are being made between Delhi, Himachal Pradesh, Haryana, Rajasthan and other states, but Punjab is not even invited. Why is Punjab being treated as an outsider when the question concerns the water resources of this region?”
The Chief Minister said, “The BJP wants to decide the distribution of water while keeping Punjab out of the discussion. The people of Punjab have taken note of this step-motherly treatment. Punjab has contributed enormously to the nation. Our farmers have fed the country, our soldiers have defended the borders and our people have contributed to the growth of India. Punjab cannot be expected to remain silent when decisions affecting its interests are taken without it.”
He said, “Our government will fight every issue concerning Punjab with determination and will not compromise on the rights and interests of the state. Every step taken by us towards Punjab gives us greater confidence to serve the people better.”
Expressing gratitude to the people for turning up despite the heat, the Chief Minister said, “I respect the love and affection being shown by the people. People have come here in such large numbers despite the heat and are standing with us. I especially welcome the people of Majha, particularly the mothers and sisters who left their daily responsibilities to attend this programme. Majha has always played a decisive role in Punjab’s political and social life.”
CM Bhagwant Singh Mann said, “It is always a pleasure to come to Majha because the people of this region have the power to make or break governments. The impact of our government’s policies is now becoming visible across Punjab.”
Highlighting the government’s work, the Chief Minister stated, “Our government has provided 300 units of free electricity every month, bringing substantial relief to households across Punjab. We have also worked extensively in the water sector and substantially increased the utilisation of available water resources.”
He said, “When I took oath, only around 22% of canal water was being utilised for canal irrigation. In four years, our government has taken this utilisation to around 88 per cent. This is four times more than before.”
He said, “Our government has laid approximately 14,000 kilometres of water pipelines across Punjab. The scale of this work is comparable to the distance between Punjab and Vancouver in Canada. These are people-centric works. We are not working for a few powerful families. We are working for every village, every farmer and every household.”
Taking aim at the Badal family and the Akali Dal, CM Bhagwant Singh Mann said, “The people of Punjab have witnessed their political decline. Previous governments failed to work in the larger interests of Punjab, and political power was used for personal and family interests.”
He said, “They had their share in almost every business, but I have only one share in Punjab, a share in the joys and sorrows of my people.”
Referring to the turban adorned with flowers presented by supporters, the Chief Minister said, “The affection of the people is priceless. This love has no price and cannot be measured in any currency. It is priceless.”
Referring to incidents involving the beadbi of Sri Guru Granth Sahib Ji, CM Bhagwant Singh Mann said, “Those who failed to answer the questions raised by the people are now seeking political alliances. The opposition parties are internally divided and are unable to present a coherent alternative before the people.”
Taking aim at the Congress, he said, “In Congress, everyone wants to become Chief Minister, but first they should count how many seats they have.”
He also said, “The political programme of the Akali Dal has effectively been reduced to a handful of people. The people of Punjab have seen where their politics has taken them.”
Highlighting the Mawan Dheeyan Satkar Yojna, CM Bhagwant Singh Mann said, “The financial assistance being provided to women is being used for household expenses, school fees and other essential needs. Those receiving the assistance are using it for the needs of their families. Therefore, criticism of welfare spending cannot be justified.”
The Chief Minister said, “Previous governments never utilised public resources for such direct public welfare. Our government has also stopped the practice of registering false FIRs against people for speaking against those in power.”
CM Bhagwant Singh Mann said, “The opposition says that if it returns to power, it will close these schemes. The people already know what their priorities were. Our government is working for the people and the prosperity of Punjab, not against them.”
Highlighting education reforms, the Chief Minister said, “When I took oath in 2022, Punjab was ranked 27th in education. Today, the state has made substantial progress in school education.”
He said, “Our teacher-training programmes involving institutions and destinations such as Finland, Singapore and IIMs are aimed at exposing teachers to modern teaching practices and improving learning outcomes.”
CM Bhagwant Singh Mann said, “We have established Schools of Eminence to provide students with better infrastructure, learning environments and opportunities. Our teachers are being trained in the best possible way so that our children receive quality education.”
He said, “Every child of Punjab should have access to opportunities that were earlier available only to privileged sections. Our government has continued implementing welfare programmes, providing free electricity, strengthening health infrastructure, improving schools and investing in water and rural development.”
Highlighting the Mukh Mantri Sehat Yojna, the Chief Minister said, “Health protection has been extended to millions of families in Punjab. Around 54 lakh families have received health cards under the scheme. We are working to ensure that families are not forced into debt because of medical expenses.”
CM Bhagwant Singh Mann said, “People should judge the government on the basis of the benefits they are receiving in their daily lives. Ultimately, the people will decide the political future of every party and every leader.”
The Chief Minister said, “Our government has completed its work with a focus on electricity, health, education, water, infrastructure and welfare. Our sole objective is to ensure that the benefits of governance reach ordinary people directly.”
Warning the people about the opposition’s stated approach to welfare schemes, CM Bhagwant Singh Mann said, “If, by mistake, an opposition party comes to power, they will discontinue free electricity, free bus travel for women and the ₹1,000 monthly assistance.”
He said, “They will destroy Mohalla Clinics and government schools and promote private schools. The BJP also wants to separate Chandigarh and Panjab University from Punjab.”
Taking a dig at the Akali Dal, CM Bhagwant Singh Mann said, “The Shiromani Akali Dal brings daily-wage labourers to its rallies, but this time it will not even be able to open its account.”
The Chief Minister said, “Punjab stands with honest politics. The people of Punjab have understood the difference between politics for personal and family interests and politics that works for every village, every farmer and every household.”
